How to use a Public Service Loan Forgiveness checklist

PSLF step checklist: Direct Loans, qualifying employer, qualifying payments, employment certification, and StudentAid.gov tracking. Rules can change.

Reviewed September 2026.

Public Service Loan Forgiveness (PSLF) can forgive the remaining balance on eligible Direct Loans after you make the required number of qualifying payments while working full-time for a qualifying employer. This page is a steps checklist. Program rules, payment counts, and employment definitions can change; treat StudentAid.gov and your servicer records as the source of truth. Program-type overview: Student loan forgiveness programs.

PSLF checklist (do these in order)

  1. Confirm loan type. PSLF generally requires Direct Loans. Older FFEL or Perkins balances often need a Direct Consolidation first; consolidation timing has tradeoffs (When to consolidate federal loans).
  2. Confirm employer type. Qualifying employers usually include U.S. government (federal, state, local, tribal) and certain 501(c)(3) nonprofits. For-profit employers generally do not qualify. Use the PSLF Help Tool on StudentAid.gov rather than a fee desk.
  3. Get on a repayment plan that can generate qualifying payments. Qualifying payments are typically under an income-driven plan (or other ED-listed qualifying plans). Map plans in IDR literacy and Repayment plan compare. Exact qualifying-plan lists can change; re-check StudentAid.gov.
  4. Work full-time for a qualifying employer during the months that should count (follow current ED definitions of full-time).
  5. Submit employment certification (PSLF form / Help Tool path) regularly, ideally yearly and when you change jobs, so payment counts update before year 10.
  6. Track the payment counter in your StudentAid.gov PSLF tracker. Screenshot mismatches. For PSLF count and form questions, use Federal Student Aid through StudentAid.gov; use your loan servicer for billing and payment-record questions.
  7. Apply for forgiveness when you believe you meet the requirements (commonly 120 monthly qualifying payments / about 10 years of qualifying months; confirm the live rule), with employment certification current so recent months can credit. Submit the signed PSLF form on StudentAid.gov even if the displayed counter still lags; resolve count discrepancies after processing rather than waiting for a perfect match first.
  8. Ignore gift-card / upfront-fee “expedite” pitches (Fake forgiveness scams).

What usually does not count (verify live rules)

SituationTypical risk
Private student loansNot in federal PSLF
Payments while in default (before rehab/cure)Usually not qualifying
Periods on non-qualifying repayment plansMonths may not count
Part-time work below ED full-time definitionMonths may not count
For-profit employerUsually not a qualifying employer

Deferments, forbearances, and special payment-credit rules have changed in recent years. Do not assume an old blog post still matches current ED policy.

Worked tracking example

Jordan works at a city library (government employer), has Direct Loans on an IDR plan, and submits employment certification each January. After 6 years, the PSLF tracker shows 72 qualifying payments. Jordan changes to a 501(c)(3) clinic, certifies within 30 days, and keeps IDR autopay. Goal: reach 120 qualifying payments, then apply on StudentAid.gov. Jordan does not refinance into a private loan mid-path, which would end federal PSLF on that balance (Paying off student loans basics).

Check current PSLF rules

Congress, the Department of Education, and court actions can alter IDR plan names, payment-credit rules, and employment definitions. Re-read the live PSLF pages on StudentAid.gov before you consolidate, refinance, or quit a qualifying job. This checklist is educational, not a guarantee of forgiveness.

Checklist (print or save)

  1. Loan type = Direct (or consolidation plan documented).
  2. Employer passes PSLF Help Tool.
  3. Repayment plan is on the current qualifying list.
  4. Employment certification filed at least yearly.
  5. Tracker screenshots saved each quarter.
  6. No private refinance of the federal balance you need for PSLF.
  7. Forgiveness application when you believe 120 qualifying payments (and other requirements) are met; keep certs current and resolve tracker gaps after submit.
